Minimum eligibility criteria for bidders
TECHNICAL CRITERIA :
The bidder should have in the last 7 years ending 30th June 2010 successfully completed as a prime contractor at least one similar work of value not less than Rs.680.00 lakh or two similar works each of value not less than Rs.510.00 lakh or three similar works each of value not less than Rs.340.00 lakh. The term similar work means all types of RCC framed structures including cluster of R.C.C. buildings, commercial, industrial, institutional and residential buildings including that of group housing schemes / projects. The copies of work orders and completion certificate indicating the specified required works as indicated above shall be produced from the clients. The value of executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum; calculated from the date of completion to last date of issue of tender papers.
FINANCIAL CRITERIA :
a. The bidder should have an average annual turnover of at least Rs.256.00 lakh in the immediate last 3 consecutive financial years. Audited Profit & Loss account and Balance sheet for immediate last three consecutive financial years should be submitted along with the bid. The bidders shall submit a copy of PAN card. All the documents should be attested by Government Gazetted Officer or duly notarized. No relaxation in the above is permitted.
b. The bidder should have a solvency of not less than Rs.340.00 lakh from a Nationalized / Scheduled bank valid as on date of opening, as specified in the certificate failing which it shall be reckoned as valid for a period of one year from the date of issue of Solvency Certificate.
MODE OF SUBMISSION OF E.M.D. WITH THE TENDER DOCUMENTS :
1) Of the total value of E.M.D., an amount of Rs.8,53,250.00 should be deposited in the form of Deposit at call receipt of a Scheduled Bank guaranteed by R.B.I. or Fixed Deposit Receipt of a Scheduled Bank valid for a period of minimum six months after last date of receipt of tenders and pledged in favour of Managing Director, GSIDC, Panaji or Demand Draft / Banker’s Cheque of a Scheduled Bank issued in favour of GSIDC, payable at Panaji. The balance E.M.D. of Rs.8,53,250.00 can be deposited in form of Bank Guarantee issued by a Scheduled Bank which shall be valid for a period of minimum six months after last date of receipt of tenders.
2) The bidders can also deposit the full EMD (Rs.17,06,500.00) in the form of Deposit at call receipt of Scheduled Bank guaranteed by R.B.I. or Fixed Deposit Receipt of a Scheduled Bank valid for a period of minimum six months after last date of receipt of tenders and pledged in favour of Managing Director, GSIDC, Panaji or Demand Draft / Banker’s Cheque of a Scheduled Bank issued in favour of GSIDC, payable at Panaji.
Sale and submission of tender forms :
Eligible contractors may peruse the tender documents and obtain the same from the office of GSIDC on all working days on payment of non-refundable tender fees by Crossed Demand Draft drawn in favour of “GSIDC” payable at Panaji in person or authorized representative only. The completed tender forms will be received in the office of GSIDC upto 15.00 hours on the last date of submission as mentioned above and will be opened on the same date at 15.30 Hrs. The Pre-Bid meeting will be held in the office of GSIDC on 12th August 2010 at 15.30 hours.
All the documents and certificates pertaining to technical and financial criteria which shall be enclosed in the technical bid shall be either in original or true copy of the same duly notarized or attested by Government Gazetted officer.
All bids in which any of the prescribed condition is not fulfilled or any condition including that of conditional rebate is put forth or unconditional rebate is offered by bidder shall be summarily rejected.
GSIDC reserves the right to accept or reject any or all tenders in part or full without assigning any reason whatsoever.
